key challenge of the Urban Task Force Report will be for volume house builders. They
prefer single use residential schemes on greenfield sites, at relatively low density. A
new PPG on urban policy may not be sufficient to change the direction of these particular
'Oil Tankers' ."

local authorities have been proactive about their brownfield sites for ages, and most have
also been striving for a high quality of design including high densities and mixed use
(even if they haven't always succeeded!) if the government is now saying it will back
local authorities more strongly than in the past then that is good news.
It
seems to me that if LA's are to respond to Rogers' aspiration for high density mixed use
on a grand scale, there will be a huge need for LA's to produce lots of good Planning
Briefs, and as you point out, few LA's have the right skills in house."
